BASIC FUNCTION & RESPONSIBILITY:  Direct and manage the district police department. Coordinate daily operations of department to provide a safe environment for students and staff. Ensure enforcement of all federal, state, and local laws and ordinances.  Supervise, support, and provide administrative direction to the District’s external partners that provide outsourced services in transportation.  Direct and manage the District’s energy management, safety, and truancy programs.

Instructional Management:

  1. Work cooperatively with the BISD Human Resources and Campus Administrators to define Management and Support personnel needs regarding operations, emergency management, safety, district-wide demographics, and truancy, which support campus operations.

 

Management of Administrative, Fiscal and/or Facilities Functions:

  1. Direct the daily operations of the district police department to ensure effective law enforcement.
  2. Coordinate enforcement activities with other department directors and campus principals and work cooperatively to develop and implement preventative security programs, gang management plans, and other safety programs.
  3. Investigate and make recommendations on all complaints and accusations made against district officers or staff.
  4. Ensure enforcement of all laws and ordinances within the scope of board policy and the jurisdiction of the District.
  5. Oversee investigation of criminal activities that occur within the district's jurisdiction and support other agencies conducting investigations.
  6. Serve as the District's liaison to state and local law enforcement agencies and juvenile authorities and represent the district on assigned committees and task forces.
  7. Oversee transportation services.
  8. Supervise attendance officers and campus monitor positions.
  9. Assist in the development of long range and master facilities plans to address growth and support the existing physical plant infrastructure.
  10. Oversee the establishment of the student transportation routes under the rules and regulations established by the Texas Education Agency.
  11. Prepare and submit for approval an annual budget in support of outsourcing contracts and renewals, emergency management & safety, and district-wide demographics, and truancy.
  12. Establish, monitor, and evaluate a district-wide program to address HAZMAT (hazardous materials storage and removal, HACCP (hazard analysis and critical control points for food), IPM (integrated pest management), IAQ (indoor air quality), UST (underground storage tanks - fuel) testing and reporting, Asbestos Plan (management and reporting) and other Federal, State, and Local regulatory requirements.

 

 Student Management:

  1. Coordinate with principals and transportation provider a system for handling bus discipline.
  2. Coordinate with Campus Administration on the use of Campus Monitors in support of student behavior management.
  3. Liaise with Bastrop County Sheriff's Office and City of Bastrop Police Department to coordinate a level of communication, cooperation and commitment to serve the District effectively and efficiently.

 Human Resources Management:

  1. Participate in the development, implementation, and evaluation of an appraisal and evaluation system for personnel in operations. Support high expectations for quality hiring practices as stipulated via agreement with vendor providers tasked to provide operations and support services to campuses and the district and as may be required in statute or Board Policy.

 

Organization Improvement:

  1. Serve as the district's Liaison with outsourced student transportation.
  2. Keep up-to-date on state, federal, and local emergency management & safety requirements for students and staff. Advise the Superintendent and Board of Trustees of statutory roles concerning District Emergency Management operations.
  3. Develop and implement a plan for utility conservation through energy management initiatives as put forth in Board Policy.
  4. Serve as a primary communications interface between operations & support providers with the campuses, BISD athletics, central administration, the Board, and the community.
  5. Conduct work-site observations to remain familiar with the scope and quality of services provided.
  6. Contribute to district wide school improvement efforts and the attainment of academic excellence indicators as a member of the management team.

  1. Provide leadership in the use of information and insights and development provided through assessment instruments, the district appraisal process, and evaluative feedback from line supervisors, and professional development programs to improve performance.

Other Responsibilities:

SUPERVISION EXERCISED: Supervise and evaluate the performance of assigned staff.  Assist in the supervision and evaluation of other district personnel as assigned by the Superintendent or designee.

 

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of overall operations of a police department
  • Knowledge of criminal investigations, police report writing, and criminal law
  • Ability to manage budget and personnel
  • Bondable as required by Texas Education Code §37.081(h)
  • Strong public relations, organizational, communication, and interpersonal skills
  • Thorough knowledge of modern law enforcement principles, procedures, techniques, and equipment. Thorough knowledge of applicable laws, ordinances, and department rules and regulations

ENTRY QUALIFICATIONS:

  • Minimum Education/Certification:
    • Bachelor's Degree in criminal justice, public administration or a closely related field preferred
    • Master's degree in related field preferred
    • TCOLE Master Peace Officer Certificate

 

  • Minimum Experience:
    • Fifteen (15) years of experience in law enforcement organizations
    • Five (5) years law enforcement experience as a Captain or above or ten (10) years law enforcement experience as a sergeant or above in a larger size agency
    • Previous experience in school operations management and/or school law enforcement preferred
