BASIC FUNCTION & RESPONSIBILITY:  Provide administrative leadership for College, Career, Military Readiness, and related programs and services assigned including Career and Technical Education (CTE), PTECH and ECHS programs, and Counseling.

 

QUALIFICATIONS:

 

Education/Certification:

• Master’s degree from an accredited college or university

 

Special Knowledge/Skills/Abilities:

• Knowledge of Texas Education Agency (TEA) rules, regulations, and procedures.
• Knowledge of acceptable instructional practices and principles, school finance and budget practices and principles, acceptable human resource/supervisory practices and principles, acceptable textbook/instructional materials /multi-media regulations, standards, and procedures, Career and Technical Education practices and principles, and acceptable Carl Perkins Federal grant requirements and compliance.
• Knowledge of programs, policies, and procedures in the following areas:  academics, intervention, and student appraisal skills.
• Skill in conducting team efforts to design, implement, measure, and refine programs and services.
• Skill in implementing communication and collaboration between and among various areas of the organization to enhance service delivery, program development, and customer satisfaction.
• Skill in delivery of services throughout the learning community, assigned area, and customers.
• Skill in implementing integration and interaction of vertical and horizontal systems to guarantee the support of high student achievement and customer satisfaction.

Experience:

• Three (3) years of related experience, including two years in a supervisor capacity

Management of Administrative, Fiscal and/or Facilities Functions:

• Advise the Associate Superintendent of Academics on matters regarding assigned programs/services; and, provide information, advice and documents to supervisors, staff, administrators, and others as necessary.
• Oversee PTECH Academy planning and implementation, including developing and maintaining industry partnerships and managing MOUs.
• Develop and direct the current and long-range plans, policies and guidelines for the assigned programs and services; research and investigate appropriate modifications for assigned programs; develop and maintain programs, activities and services which meet student's academic needs; provide materials, guidance and direction for teachers, campus contacts and parents; visit campuses, provide on-site observations, and attend meetings as necessary.
• Coordinate grant management for programs such as TCLAS, JET, and PTECH, ensuring compliance and effective use of funds.
• Research, recommend, implement and administer District and department policies and procedures that are in compliance with all federal, state, and local regulations.
• Coordinate departmental activities with other District offices and administrators and provide assistance to requesting departments. 
• Prepare annual operating budget recommendations for the department and implement and monitor assigned budgets.
• Respond to campus needs for support and work with various district department leaders to provide resources to meet those needs.
• Coordinate and ensure accuracy for CTE PEIMS reporting and documentation.
• Coordinate and ensure accuracy for CCMR PEIMS reporting and documentation.
• Manage and facilitate all expenditures and evaluations for Carl Perkins Federal Grant, and CTE local funds.
• Plan and implement Advisory Board activities and ensure accurate completion of Comprehensive Local Needs Assessment and annual Perkins Grant Application. 
• Develop current and long-range plans, policies and guidelines for the assigned programs and services; assist in the development and implementation of instructional strategies, curriculum, standards and assessment for Career and Technical Education courses and Counseling Guidance Lessons.
• Support AP and other college readiness testing initiatives.
• Identify and secure grants and strategic funding opportunities to enhance and expand CCMR programming.

 

Instructional Management:

• Coordinate, develop, and implement a comprehensive college and career readiness program for PK-12.
• Collaborate with directors on campus efforts to positively impact student achievement and postsecondary planning.
• Collaborate with postsecondary institutions for articulation of dual credit courses and serves as a liaison to higher education partners.
• Oversee administration of testing associated with the college admissions process (SAT, ACT, PSAT, TSI, and AP exams).
• Monitor Career and Technical Education student achievement and classroom instruction; assist in the development of curriculum for all Career and Technical Education classes, ensuring that all students receive quality career awareness, career development, and career implementation skills training.
• Coordinate all the course catalog updates and changes for Career and Technical Education.
• Design, implement, monitor and/or evaluate assigned programs for elementary and secondary education, curriculum,     and/or instructional support, and ensure that assigned programs are efficiently and effectively administered.
• Collaborate with the dual enrollment program directors, the ACC Dual Enrollment Program Liaison, and other CCMR staff to communicate dual enrollment program information, such as program application processes and timelines, academic requirements, and resources available to support student achievement. 
• Assist in procedures dealing with Early College High School and PTECH application, lottery and enrollment indicators. 
• Support district counselors in all areas related to CCMR.
• Offer comprehensive support to principals overseeing high school, disciplinary, and alternative campuses.
• Develop and lead district-wide college readiness initiatives, including the implementation of school day SAT testing and strategies to improve Accuplacer participation and performance.
• Provide oversight and direction for dual credit programs, encompassing CCRSMs, articulated credit pathways, and career academies.
• Plan and manage robust work-based learning programs that feature paid student internships and teacher externships.
• Oversee the development, updates, and implementation of the course selection guide to ensure it aligns with district goals and provides clear pathways for student academic planning.
• Provide oversight for academic advising, counseling curriculum, and student mental health initiatives to support comprehensive student development and well-being.

 

Student Management:

• Provide positive communication with parents, staff, and/or community members to enhance stakeholder relationships.
• Respond in a timely manner to parent/community requests and concerns, assisting campuses in resolving parent/student issues and concerns in a timely manner.
• Ensure all campuses implement activities to recognize students' efforts and accomplishments.
• Facilitate and approve all Career and Technical Education student travel.
• Attend and participate in district CCMR events, such as program recruitment events, program orientation sessions, and specialized instruction. 
• Assist with creating marketing materials to communicate the availability and benefits of dual enrollment programs, CTE, and other CCMR programs. 
• Manage student postsecondary planning tools and platforms.

 

Human Resource Management:

• Develop partnerships with non-district personnel and institutions of higher learning to augment the resources available to students through the school counseling program including, but not limited to, dual credit opportunities, institutions of higher education, college/career fairs, and financial aid events.
• Establish and maintain relationships with college admissions offices, trade schools, military, and alternative programs.
• Provide administrative direction and leadership to assigned staff for the operational, financial, and personnel resources to effectively support District goals.
• Supervise, evaluate performance, and lead the recruitment, hire, and placement of assigned staff.
• Recognize exemplary performance of assigned staff.
• Assist campuses to plan and coordinate parent and community informational meetings regarding dual credit opportunities, advanced academics, etc.

Texas Academic Performance Indicators and Campus Performance Objectives:

• Support the administration of state-mandated testing at campuses in compliance with state and federal guidelines.
• Monitor and review campus test data and use findings to assist with planning corrective action for the affected group of students and/or campuses.

 

School/Community Relations:

• Interface with governmental agencies, business and civic organizations, and the community to provide needed information and to promote the District's initiatives.
• Respond to calls and emails from parents and community members regarding student concerns and work with all involved stakeholders toward resolution.
• Cultivate and sustain strategic partnerships with key industry leaders and community organizations.

 

Other Responsibilities:
