BASIC FUNCTION & RESPONSIBILITY: Coordinate the effective use of technology in instructional programs. Provide leadership in developing, implementing and administering innovative and effective programs that realize the mission and follow the organization’s framework. Ensure technology integration in instruction and learning on multiple campuses through targeted training, reinforcement of district vision and beliefs, and collaboration with the curriculum and instruction staff. Develop professional development offerings that serve diverse audiences. Design programs, initiatives, and pilots for the formal and informal space within the district that contribute to the overall mission of BISD while maintaining financial responsibility. Provide administrative leadership for instructional materials adoptions and management, Early College High School programming, policy updates, and TXVSN agreements, as well as serve as district ACC liaison for curriculum agreements and collaborations.
QUALIFICATIONS:
Education/Certification:
- Master’s degree from an accredited college or university, preferred
- Valid Texas teaching certificate
Special Knowledge/Skills/Abilities:
- Knowledge of curriculum design and implementation
- Knowledge of acceptable instructional practices and principles, school finance and budget practices and principles, acceptable human resource/supervisory practices and principles, and acceptable textbook/instructional materials /multi-media regulations, standards, and procedures
- Knowledge of curriculum and technology used in instructional settings
- Ability to develop and deliver training to adult learners
- Ability to interpret data
- Strong organizational, communication, and interpersonal skills
- Knowledge of computer hardware and software applications
- Ability to lead others
Experience:
- Three years of related experience, including two years in a supervisor capacity
- Five years teaching experience

Management of Administrative, Fiscal and/or Facilities Functions:
Instructional and Program Management:
- Provide creative and strategic direction in developing high-quality programs.
- Provide oversight of programs by coordinating underwriting support, defining program objectives, cultivating and maintaining necessary partnerships and overseeing budget development and adherence.
- Conceptualizes new programs and adapts current programs to meet new educational needs and expanding the capacity of the organization to deliver the BISD mission.
- Lead program evaluation efforts.
- Work with team to provide accurate and timely analysis and reporting of program and department outcomes.
- Guide faculty in establishing measurable objectives and practicable evaluation procedures to assess effectiveness
- and inform development of new experiences and initiatives.
- Assist in budget development and funding acquisitions. Assess prospective program, initiative and expansive feasibility.
- Assist in integrating technology into the existing instructional curriculum.
- Work cooperatively with directors, campus leadership, technology integration guides, lab managers, and curriculum specialists in developing and supervising the instructional programs.
- Coordinate the writing of curriculum for technology programs and monitor the instructional process in all content areas using technology.
- Obtain and use evaluative findings (including student achievement data) to examine curriculum and instruction program effectiveness as it relates to technology.
- Disseminate information regarding current research and significant developments in technology education at the state and national level.
- Assist in the development and implementation of a continuous evaluation of the instructional technology program and implement changes based on findings.
- Coordinate acquisition, distribution and accounting of textbooks/instructional materials.
- Maintain textbook/instructional materials inventory according to enrollment, submit certifications, selections, and accounts to Texas Education Agency (TEA) administration for all resources, enforce quotas as established. Conduct audits of textbook/instructional materials accounts. Establish processes that ensure timely collection of funds for lost/damaged material.
- Manage Instructional Materials Allotment (IMA) funds for the coordination of textbook adoptions and purchasing of major instructional and electronic resources.
- Manage requirements of state and federal grants related to digital learning.
- Oversee and support district library services.
Student Management:
- Provide positive communication with parents, staff, and/or community members to enhance stakeholder relationships.
- Respond in a timely manner to parent/community requests and concerns, assisting campuses in resolving parent/student issues and concerns in a timely manner.
Human Resources Management:
- Provide administrative direction and leadership to assigned staff for the operational, financial, and personnel resources to effectively support District goals.
- Supervise, evaluate performance, and lead the recruitment, hire, and placement of assigned staff.
- Recognize exemplary performance of assigned staff.
Organization Improvement:
- Foster collegiality and team building among department employees; encourage active involvement in the decision-making process by all department employees; communicate expectations for high-level performance to staff; recognize staff achievements; and ensure effective and quick resolution of conflicts among department employees.
- Facilitate communication and collaboration among assigned department personnel and campus administrators to enhance service delivery, program development, and customer satisfaction.
Professional Growth and Development:
- Collaborate with curriculum, instructional specialists, technology integration guides, and media specialists to develop and implement training experiences and materials to enrich faculty’s ability to carry out the district's educational framework and mission.
- Follow up with staff by providing feedback on skills and content acquired in trainings.
- Develop tools that enable faculty to continue growth in a self paced manner.
- Provide targeted campus and district level staff development on technology issues including the use of computer hardware and software applications; previewing, evaluating, and selecting software; etc.
- Design individual instructional modules, instructional materials, and training aides.
- Provide targeted observations of classroom instruction and provide feedback and assistance to district specialists to facilitate improvement and innovation.
- Model effective teaching strategies in classroom instruction upon request.
- Assess participant acquisition of skills using a variety of evaluation procedures.
- Share effective technical and instructional strategies with district instructional specialists for the effective use of technology in the classroom.
- Provide targeted staff development in methods of integrating technology in the delivery of curriculum.
School/Community Relations:
- Interface with governmental agencies, business and civic organizations, and the community to provide needed information and to promote the District's initiatives.
- Respond to calls and emails from parents and community members regarding student concerns and work with all involved stakeholders toward resolution.
Other Responsibilities:
- Contributing members of applicable professional organizations on a local and national level.
- Advance the district’s position as an active, valuable contributor in the field of digital learning through research and participation in regional conferences, conversations, and projects.
- Brings best practices and research findings from experiences back to the district.
- Maintain knowledge of the program offerings within the community to remain competitive and respond to opportunities.
- Cultivate collaborative relationships with a spectrum of community partners to broaden the districts’ programs, build its stakeholder network, leverage resources, cross-promote and collaborate on public offerings.
- Assist in communicating information to parent and community members about school programs.
- Use effective communication skills to present information accurately and clearly.
- Comply with policies established by federal and state law, State Board of Education rule, and local board policy.
- Compile, maintain, and file all physical and computerized reports, records, and other documents required.
- Assist in the development of policies and procedures regarding technology issues.
- Assist with the bidding process, purchase, and distribution of hardware, software and other technological equipment and materials within instructional programs.
- Assist with the planning of technology training, implementation of technology plans, and selection of technology equipment and software.
- Design, implement, and evaluate special programs as needed.
